    Licensed gear availability

    Can I use the gear for a CAP in franchise mode etc without having to "purchase" with stubs, or is it the same as with RTTS?
    Gonna determine if I buy anniversary pack or not

      You don't have to have stubs or anniversary edition to access licensed gear in franchise mode.
