The receiver is doing the upscaling so it is not producing the ps4 game at 4k. You should never use a receiver upscaler as it introduces even more processing and input lag and more up and down conversation by the ps4

Set the receiver to straight output which is what the source has

Playing games or watching TV definitely looks better on my Sony UHD than my other TV's/projector. With Sony's you can adjust the upscale quality by adjusting Reality Creation in the TV. I usually leave mine around 15-20 but it does make a difference. My Sony is about 34ms for gaming. It is by far the best looking image I've seen this game in. I'm viewing on the XBR-65X950B so the full array lighting definitely helps too.

I have the XBR-65X850B.... I see the reality creation setting in cinema but I have to play my game in game mode or I get that delay

exactly. I have the Samsung 4K HU9000 65 inch and it looks great but is 1080p and does not look as good as playing on a monitor with higher pixel density
