8-12 is low like really low. When you are playing you want the pitcher to throw between like 15-20 on average. Think about this if you are only seeing 12 a inning in 7 innings that is only going to be 84 for a starter that is low enough he is going to be able to get like 7-8 innings like ever time. If you are facing a good pitcher even if you don't hit him much If you are able to work the count and face 20 pitches a inning that would be 100 after 5 or 120 after 6 meaning the pitcher is only going to get like 6 innings max and when facing great pitchers some times you just want to get them out of the game. Also the more pitches you see the better changes you are going to get better pitches to hit. Finally in an average baseball game a team is going to get like 3 walks and 9 hit and hit into 1 double play witch means like 38 at bats in the game. If you face 12 pitches a inning that would be 108 in 9 innings. 108 divide by 38 equal just under 3 pitches per battier. I believe the teams that average the most pitches per battier are like 3.25 and I think the highest are like 4.
