Currently looking at upgrading my PS3 to PS4 with the gamestop trade credit. Currently have 15 and was gonna pick it up with the PS4. Would I be to transfer my Franchise mode and RTTS to the PS4 from 15 on the PS3? How would it work, through cloud saves? Does that mean I would have to get Playstation Plus? Only ask because I don't really plan on getting Playstation Plus.

I believe that you are already good to go in transferring MLB 15 from PS3 to PS4.
I think you need to either export or save to the cloud on your PS3 save. Then go on the PS4 and load/import from the cloud.
When they say the cloud, they are talking about the servers used specifically for The Show. This is not the same cloud that is used to backup your saves using PS+. -
