Yes whomever pitched the bottom of the tenth should be credited with the win

Like others said, in scenario 1 Rondon should have gotten a save. I've had this happen to me before. The correct pitcher (who pitched the bottom of the last inning got the win) but no save was awarded.

Scenario 2: Haren would get a loss even if he gave up 1 run and Wood gave up 8 as long as the Cubs never tied the game.

Actually reading it again. I can't tell on the second one. If you took Haren out right away after the 7 runs in 2 innings, I stand by my first answer.

Cubs were up 8-7 when the 8th and 9th runs were given up by Wood. Wood should get the loss.

They didn't just tie, they took the lead as I've mentioned a few times now:
