Extreme defensive shifts

Has anyone noticed when trying to put on an extreme shift right on defense in a situation with a runner on first or second that alot of times the shortstop will not move? Today I had a game where the Brewers had a man on 2nd, 1 out, Adam Lind up to bat. I shifted extreme right and the shortstop never moved. He stood almost shoulder to shoulder with the 3rd baseman who did shift extreme right.

set all shifts before first pitch.
SCEA needs to fix the issue with 1st baseman holding runners unnecessarily late in game.
