Is ps+ required to download community rosters and sliders ? If so does PS4 have a offline option like ps3 did to share roster files ?

I know for a fact you don't need ps+ to dl anything from the vault, be it entire rosters or individual players.

I've never had PS+, and I've always downloaded the OS rosters with no trouble.
