I'm just spitballing here, but I think the difference between them might be akin to the difference between the pitch control and pitch consistency sliders

The control number is an average based on all of their pitches. Romo is mainly a slider/fastball pitcher and he has good control over those leading to less walks per nine innings. Osich doesn't have the same control over his main pitches as Romo does, thus leading to a greater chance for a walk.

By factoring in the individual control ratings for each pitch, chances are I'm going to be more likely to walk on 5-6 straight fastballs from Osich and it might take 7-8 consecutive fastballs to get the same result from Romo.
