But even after I assign them a specific player to scout, they change up automatically. If I assign a scout to Player A, I go to the next day, and the scout is now looking someone completely different, yet Player A hasn't been fully scouted.

I've learned that the player attributes on the left are constant and don't change regardless if you scout that player or not. What changes is the potential. Thus, what I started doing is drafting guys in the late rounds with high numbers on the left in contact and power (main hitting attributes) and high numbers for H/9 BB/9 etc for pitchers. Those numbers don't lie, so even if the guy is a C potential, I'm getting a worthy hitter with 6-7th round. Hitting well will boost your players' potential over time so don't put too much emphasis on getting a B or A potential guy in late rounds.
