This happens every year, they are holding out for more money. The problem is, they have no choice. If you wait until the very last day and then offer them a deal worth whatever is default (minimum) they always accept. 100% of the time. I do sims on a regular basis, and there are always some prospects that do this. I try to give them more to be realistic, and then when they hold out, I just give them the minimum on the last day as a big "F U". :-).
