Pass balls in minors out of control

I've played 5 or 6 minor league games. The catchers are absolute morons. They can't catch anything. They boot pretty much anything that isn't right down the middle (and even those get dropped sometimes). Any sort of breaking pitch winds up at the backstop almost every time. Anybody else seeing this?
