40 man roster issue

Alright I have a carry over save for the 1st time. The problem I'm having is that after making all the correct trading and signings continuing from the end of the world series of mlb16 I can't move guys onto the 40 man. I get told that I only have up until the rule 5 draft. I have 30 team control and I remember beon able to basically do this at will in last year's game.
ANY help would be appreciated so I don't have obvious big leaugers and top prospects stuck in the minors all season.

You can't change the 40 man rosters between mid November, usually around the 20th, until after the rule 5 draft in December. That could be your issue.
