Pitcher Progression in Franchise

Has anyone else noticed pitchers progress extremely slow in franchise mode? I just wrapped up year 1 of my Astros franchise and Joe Musgrove who has an A Potential started out the year at a 69 overall and at the end of the year is only a 72.

Now I could understand this if he had a poor year but he had a 3.10 ERA and pitched 200+ innings. Had a 1.10 WHIP and ended the season with 3.5 WAR.

Position players seem to be fine as Bregman started out as an 86 in my franchise and ended the year at a 92.

I have run some test franchises in the past as well and see pitchers progress rather slowly if ever even getting close to their potential.
