Scouting in franchise; I know how, but results are bad

I've followed a number of tutorials for scouting prospects in franchise mode. I fired my scouts and hired new ones that have high ratings across the board, especially discovery and efficiency.

But for whatever reason when they scout the players they've discovered some remain at the projected level but most are below their starting point. Not a single player out of 30-40 discovered and scouted guys ended up being higher. Is that normal, or maybe just really bad luck?
