Are rule changes for this year in the game?

And if not, will starting a franchise before they patch it in force me to use old rules throughout?

I don’t expect them to patch the new rules in for this game since they are so minimal and don’t really affect anything for a video game.

The only one for this year that would be nice is the trade deadline but even that I don’t see being a very high priority.
