I don't think keeping old gen around will slow graphic changes but it will slow progress everywhere else. The reason I say graphics can still improve is because Madden, 2K and FIFA all managed to release updated games graphically. Since the addition of Xbox could bring in more money that could allow them to do something similar graphics wise. Unlikely but they could decide to go the route of just making the PS4 a legacy version that's nothing more than a roster uniform update.

Edit: scratch all that I forgot about the need for cross-play now. Blehh

I highly doubt this will happen. I have yet to see a sports game that has a cross platform vault.
