Do you mean at pure jiu jitsu, or at implementing it in MMA?
Marcelo Garcia has technically competed in MMA, which would probably make him the greatest grappler to ever grace MMA competition.
As far as implementing it successfully at an elite level, it's a toss up between Jacare and Maia.
I may put Maia slightly ahead of Jacare right now, simply because Maia has been relying almost entirely on his grappling lately - completely dominating top rated guys like gunnar nelson, neil magny and matt brown. Everyone knows Maia wants to suffocate you, and yet great grapplers like Nelson still get completely dominated.
Jacare is just so athletically gifted that he can play the game of MMA at an elite level from any position. His boxing is crisp and powerful, he's incredibly durable, his wrestling is good. His complete smothering and submitting of Mousasi showed where he's at on the mat.
Notable mentions:
-Werdum. The guy tapped Fedor, Cain, and Big Nog. Nuff said.
-Shields. He fought Maia during Maia's welterweight tear, and won a beautiful split decision. He also submitted Robbie Lawler, outgrappled Hendo, decisioned Tyron Woodley, beat Yushin Okami, strangled Mike Pyle, submitted Paul Daley, beat Carlos Condit, and was outgrappling Palhares before palhares eye gouged him. Dude has beaten big names consistently his entire career and was cut from the UFC because most UFC fans find skill to be boring.
-Khabib Nurmagomedov. He's 23-0, and completely outgrappled current champion RDA.
-Urijah Faber. People forget this dude's grappling game. He's tapped out some big names - Cruz, Assuncao and Mizugaki to name a few.
-Georges St Pierre. Took down and outgrappled Matt Hughes, Jon Fitch, Sean Sherk, Josh Koscheck, and more. In his prime, his wrestling and top game were unquestionably the best the sport had ever seen.
-Ben Askren. Hasn't fought a HUGE name yet, but he's undefeated and has essentially reached a state of boredom in every fight he's had so far. It's almost like once he takes his opponent down and stops their initial stand up attempt, the fight quickly evolves into a complete and utterly one sided snooze fest with Askren on the winning end. He deserves credit though; the fact that he's able to consistently turn well-trained professional combat athletes into wrestling dummies is pretty impressive. He does have one very impressive win to his credit though: Andrey Koreshkov. Koreshkov is the bellator WW champ, who just dominantly defended his belt against a beast in Benson Henderson. Askren dominated Koreshkov so badly that the ref stopped the fight out of sympathy.
