You cant remove turbo, that wouldnt be realistic...but what 2k shouldve done by now is
a) have a turbo meter. I think this meter should but long enough for a player to sprint from one end to the other. that would eliminate a lot of half court turbo zig-zag cheese. turbo is also necessary for big men to get back on D sometimes.
b) turbo should deplete more energy as you say. I would say it should take at least 15% more. also playing someone outside of their secondary or primary position should have more of a stamina penalty. I would say 5% or so.
