No they are not. I went into the BM the other day after people had already opened all star packs. I got Nash and the ROTY packs

When I got the 3 allstar boxes in the BM sold out Nash was in there too.

Packs are with Nash. It's random whether ROTY or AllStars pop out.

As justlaze said, they are with Nash. Either it's random or you'll have to have purchased the ROTY packs before, that I don't know.
