On some ratings you used per-game numbers, but maybe it's better to use per-40 numbers so players that don't get enough playing time would get a correct rating too (you could then remove points from players that have a small sample size).

Nop i think that the per game stats are ok since i used the % stats too to avoid to overate and underrate the players.
For Example from the last NCCA Season:

Karl-Anthony Towns (21 min per Game) ---> (90 Block% Rating + 70 Block per game rating) / 2 = 80 Rating
Frank Kaminsky (33 min per Game) ---> (75 Block% Rating + 60 Block per game rating) / 2 = 67.5 = 68 Rating
Amida Brimah (26 min per Game) ---> (90 Block% Rating + 80 Block per game rating) / 2 = 85 Rating
Myles Turner (22 min per Game) ---> (90 Block% Rating + 80 Block per game rating) / 2 = 80 Rating
If you use the per 40 min to do the rating you will have to many guys with a 90 block rating and as you know we should give a room to the players to grow. The Same is for the other ratings formulas that have % and per game stats.
With you compare them with players that are in the league now coming from the NCAA:
Anthony Davis (32 min per Game) ---> (90 Block% Rating + 90 Block per game rating) / 2 = 90 Rating (The only player that would have a 90 Rating before the Draft)
