Is 2k share locked behind Paywall?

I am a strictly offline player so I do not subscribe to xbox live gold or ps+. I am wanting to purchase NBA 2K16. I will want to play using the latest rosters and community files. Does anyone know whether I can use 2k share without xbox live or ps+ on the Xbox One or PS4? I know Madden locked Madden share behind xbox gold. This will influence which system I purchase the game for.

You can download the latest rosters and draft classes on ps4 without ps+.

Thanks. I am leaning to Xbox One version as I've played on 360 in the past. Not knocking Sony or any of the roster makers for the PS3, but I recall that 360 had a bit more support and roster files from the Operation Sports community.

Also not trying to incite a PS4 vs Xbox One war, but any advantages on either system as far as NBA 2k goes?

One con for the PS4 is that the end of the game highlights don't work on quarters longer than 8-9 minutes. One con for the XB1 is that PS4 generally receives patches earlier than XB1. Other than that everything else is pretty much the same.
