From your experience how many OVR points do players gain in progression stage/ lose in regression every season?

I also have my rosters set up for a 28 peak end average, how should I adjust to compensate for an additional year of regression compared to you?

It varies from player to player.

Players start declining as soon as their peak end starts. Test it yourself and adjust to taste.
