Why do some custom rosters only have 6 to 8 players To a team ?

Care to elaborate? There's many teams but 12 players. but I downloaded like one roster in the Miami Heat only had like 8 guys and then there were other teams that had 10 to 12 players. I don't understand why there would be a licensing issue

Some guys upload incomplete roster online in case there is some type of glitch and they lose their offline files, they have a copy uploaded on line. This leads to downloading files that may not be completed, but it saves Roster makers from having to restart if a file gets corrupted. It can be annoying for people downloading but it is very useful from Roster makers.
