You need to hold square button on PS4 as soon ball gets loose and you will get chance to win the ball. Sometimes you will pickup the foul.

How often you get the ball depends of how close any of your players is,your reaction speed and sliders that you are using ( some late CPU cheating)

From my experience on HOF, with user at 100 and cpu at 0, my answer would be no.

While playing tonight, I accidentally hit Triangle/Y during a loose ball and my player immediately dove for, and won, the loose ball. Hustle was only set to 50 for both User and CPU by the way.

Maybe try hitting Triangle/Y? Square/X didn't do much for me, just gave me a slow, lunging "attempt" at the ball, while Triangle/Y made me dive immediately.
