To increase the amount of fouls that USER commits against CPU, would I up the USER or CPU foul Sliders?... Seems like I don't see much of a difference either way..

Increase user fouls. But to your point, the game is coded so there are not many fouls. The foul slider does not have very much effect in gameplay unfortunately.
