Overall rating is 2K's justification on how the individual ratings get rolled into one number to determine lineup/value towards association. Players overall rating change depending on position that tells you everything you need to know. They don't have enough ratings to truly value everything. Also every 85 rated person is not better than a 84 rated at everything. LeBron is probably getting "bonus" points for versatility.

Overall ratings for both LeBron and Jordan are over 99. The roster view just caps ratings at 99. For some reason looks like this isn't the case in the substitutions menu in next gen but there's no doubt LeBron is still just "99" in roster screen.

especially when you can edit the rosters. Never understood why people made a big deal over rating you can edit anyway you see fit
