Very confused

So, for me I can't really do anything. Since the second I turned the game on I get a message saying 2k servers are down and try again later.

Some of my sliders save, but some do not and it's arbitrary.

I have no access at all to any sort of rosters so if I edit anything it saves to an unnamed file and I cannot delete it.

Myplayer and Mygm are not modes I care to play, but when I try nothing seems to advance if I shut off my PS4 because the servers are offline.

What am I doing wrong? I've read there is a patch and I probably do not have that either.

I need help!!
