Does this work for 2k17 and wouldn't this affect simulated games?

Yes and yes

Never really found a suitable workaround that worked well for both played and simmed games. 2k's substitution in played games is still flawed.

Doing the advance rotations takes care of both but doesn't take into account fouls on players correct?

Yep. The advanced rotations go according to how you set them.

Hopefully they take fouls into account next year, and make the CPU call TOs to get their starters back on if there is no break in play.
