How to change difficulty online

I'm new to online just played my first online game last night. I usually play on HOF is there as way to change the quick game difficulty settings? or make it to where I only play people who play on HOF?

If you play a private 1v1, I'm pretty sure you can change the difficulty. But if you're playing ranked, the difficulty is the same for everyone and can't be changed.

You can only change the difficulty if you are playing a friend in a private match via the locker room but if your playing a random on quick match it defaults to superstar sim settings and cannot be changed.
