I noticed that even if I hit all the owner goals my first season i won't be able to afford the stuff other teams want me to have so they'll vote for me. So is the owner relocation money stored from season to season so I can meet goals, then buy enough venue stuff so I can relocate or do you lose the owner money funds/ progress when you start a new season? This stuff is not explained at all. Also they mention being afraid of you not having fan interest in cities you want to move in. How do you check fan interest from other cities about your team? It all feels a little arbitrary.

I'm in the same boat, also if I just want to change the logo and jersey and courts of a team do I have to go through all that stuff?

Luckily no you dont. Just choose to move to the city you're already at and you'll get a rebrand the following year.
