This isn't so much about making or missing the shot but how the shooter leans back. Are shots like this penalized?

I would say no but that's a good question. I'd say it's a contextual aesthetic only animation.

Looked like his follow through against a defensive contest, I notice he kind of leaned so there seems to be some disturbance

Compare what it looks like to a wide open 3

*Looking at it a second time it definitely looks like his natural shooting form with a follow through

Nope that is not contested. I think the animation makes it seem like it is.
