Is the PER calculator in game Broken?

Anyone every check this out? If I sim a season using KD and he beats his MVP season numbers in less mpg, he somehow has a lower PER than he did that season.

Does the game not use the traditional PER?

Ive never seen a player with over a 28 PER

PER is relative to league average. Individual player stats therefore do not compute to a set PER, there are 400+ other variables.
