Im almost positive its for MyGM as well. Not sure why it wouldnt be. Dynamic rule changes should also be in both MyLeague and GM.

It can come up as a rule change in the off season. Your owner will ask your opinion on it before the league meetings start.

I had it year one, so I'm guessing it's a random thing.
