Rebrands are stored server side from what i understood so if the servers are not online you can not share or download rebrands you cant even play it if you have more then 3 rebrands at once even. It was explained somewhere in the blog thread about MyLeague

Da infamous NY I think you are a valuable member on OS because you do an amazing job helping out the 2K community with your creations. With that said out of desperations I sent you a PM and never got a response. I assume your busy or didn't care to help me out. I understand. Even if you decline/refuse to help me out I just want you to know I'm looking forward to some of your ideas and creations.

thanks. you asked for a custom logo i believe right? i didnt ignore you, i forgot to respond because i was answering pm's about 2K17 at the time. I dont create branding logos like that from scratch so I can't really help you there.
