Does it give you more attribute points to play with in your pre established caps, or does it let you raise individual caps, or both? Has there been any clarity on this?

You start off with 135 stat "bars". Doin work lets you increase that number to 150. You do not increase stats past the default cap max without boosts.

What I understood from the dev was that it would allow us to raise our caps. That doesn't seem to be what everyone else was getting from the blog so I may be wrong.

No. Ronnie is not correct. You cannot raise player Caps.

They meant that you can increase the bar limit. Think of each bar as a "cap". Increase caps means you increase the number of caps you can use.

The top of the bars is the cap max for that rating.
