Expansion teams and first season free agency question?

So, need some advice please. I'm doing an expansion team and I choose to start in the Offseason. I'm all the way to free agency. With all the money I have, I almost feel cheap if I choose lots of great free agents.

So for those doing an expansion teams, going into free agency what are your rules?

I only go after young players around the age of 25 until the team is more established.

Do you set an overall max? I saw some really good guys under 25 high ratings

Great free agents? That sounds worrisome...could you mention specific names? I really hope the top guys aren't willing to sign with a brand new expansion.

ive tested some of this, the only guy I've gotten to sign was derozen... kd, lebron, whiteside never sign. And the only reason I got derozen in test franchise was because I offered the most money. No one else maxed him for some reason.

That puts me a bit more at ease, though a little concerning that not even the raptors were willing to max DeRozan.
