MyPark Level Starting at Pro?? And Can't Get Past Rewards??

I joined MyPark for the first time (I played a good bit last year) and I'm already Pro 1 instead of Rookie 1. Is that normal?

And I can't collect the rewards for Rookie 1-5 at all. How do I do that?

You start at Pro 1 if you rep the same Park
