How does the badge meter thing work in games?

Sorry for the maybe newb question.

But I noticed when playing and a badge activates there's a little yellow progress bar around the badge that goes up every time it activates. Then when it's full it starts again.

What is that? What does it mean?

I think you're talking about the teamgrade meter. When you activate a badge they replace the letter by a picture of the badge, but the teamgrade meter remains.
