In 2K17 a player is faster for the simple fact of being smaller WITH THE SAME SPEED?

It's because the +5 matters when it pushes you over the lock threshold.

For example, my Slasher has 77 Speed with ball. He can't really explode out of a first step. If I boost it so it's 82, I get a much more responsive explosion.

So 94 to 99 won't be too noticeable.

Also: Orange Juice boosts stats along with the hot indicator. So justice during OJ probably ends up having like 110/115 speed. You can likely only achieve 105/110 max with being hot

I know I absolutely cannot blow past anyone with Giannis, and I get a whole bunch of weird inorganic/clippy animations that make it clear the game just isn't allowing me to do that.
