Has 2k fixed the online league yet, or we still doing the keeper thing?

Will the online league finally be a legit franchise (salary cap, rookie draft, free agency), or are we still stuck with the bootleg/glitchy keeper system (rookies and free agents thrown in the same pool, disappearing players, rookie ratings getting randomly scrambled for no reason, random progression/regression)

So I haven't played a basketball game in probably 20 years (I'm old). I really like the classic players so I am thinking about getting this game. I've read so many of the posts in here (pretty overwhelming information).

What is wrong with the cap and free agents? Is it online only or is the franchise offline messed up too?
