I don't have the game, but it seems you can wear them when selecting throwback unis

As of now, you cannot edit the length in edit player..certain retro jerseys at team select will have short shorts.

Yes and they are releasing some for MyCareer players tomorrow for a certain time.

You can buy them now as a limited time thing for MyPark. My player only wears them during mypark though not during mycareer. Would've been nice to wear them while I grind for stuff.

I wish they had more options for hair as well. Sideburns and mutton chops are gone and it would've completed the look of myplayer.
