You need the standing dunks package equipped ... when I read I wondered what issue you were having because my PF does standing dunks all the time so I tested a theory.

Many never purchase thevstanding dunks package. I did. Then unequipped it. Next 4 games all layups. Re equipped it and standing dunks all day
