Getting non starter in closing 5 in ML

Besides switching sides constantly does anyone have any better advice? Teams default to their starting 5 as their closing 5 almost exclusively it seems in My League. Is there a setting or something I’m missing that might help with this?

Manually make substitutions for your closing lineup

Sorry, I forgot to say. The problem is with the CPU. I can switch sides and make the subs but they’ll just go back during the next stoppage
