No. Parsec is not a game launcher/distributor. Parsec is simply a program that let's you share your screen and input with another computer. This can be games but that also could be just your desktop or programms like word or execl.
To play the game on PC you need steam and buy the game there.

steam, not stream. steam is a launcher/shop that is the most common one used on PC. To play 2k you either need to buy it through steam or buy a steam key on a third party site (will likely be cheaper) and activate it in steam
