For anyone who hasn't downloaded this and is still wondering if it's legit, the answer is yes and no. There are NOT black arms if you download straight from Xbox LIVE (candidhornet24). However, all of the rookies are still user-created and don't have in-game specific commentary prepared. Also, they all show as undrafted. It's certainly a nice file to hold us over until the real rookies are released, though.
