D-League development

is the D-league good for anything other than hiding young players, do they actually improve enough to bring back to the big team?

I have no idea if it's any good for development but when I sent two guys down the first year of my association, I have been unable to send anyone else down since, despite calling them back up. I'm in year five of my association (just simming mostly and doing the GM stuff while I wait for the Ps3 patch) and since that first year it still always tells me that I have my max of two guys in the D-League. I guess another glitch that the patch must fix?

Once a month I call players up from the d-league, put them in developmental drills, then send them back until I need them.
