From 0-100, what does the scale MEAN? Is it solely the percentage of the shot going in?

No, it's not percentage, it's pretty subjective. I would call it a probability value that can affect the percentage. It's really something you need to experiment with and try for yourself. Changing a lot of the sliders can ruin the balance of the game, so make small changes. For instance, I would always change things by 5, and then by one to fine tune.
