Since your question is vague, I'm assuming what you mean is actually develop and not pretend to develop while they become 90+ rated superstars.
I found Avery Bradley (BOS) very useful, but he is mostly a defender. Although, his jumper isn't terrible. I picked him up in 2016 (I think) and he was really nice. I also had Anthony Riley (should be on your FA list) start for me, for a year or two, and have kept him around as a 2nd-3rd PG ever since. Both come very cheap, run the offense well and defend. One of the nice things about these guys is that, depending on how your team evolves through FA and the draft, you can move them to backup PG. Then Avery Bradley goes all Hollywood on you...
It's a personal preference, though. They are more traditional PGs and not in the mold of Russell Westbrook and the rest of the hybrids.
One step up from them (possibly), would be Jeff Teague (ATL), Ty Lawson (DEN), George Hill (SA), Eric Bledsoe (LAC), Ramon Sessions (CLE), etc.

In my association, I run with the Clippers and Bledsoe and Willie Warren have both been pretty nice for me so far. I'm still in the first season but they both come off the bench and give me a nice boost.NFL: Bills

Bledsoe and Georgie Hill I've used and become beasts.
I'm having a lot of success with shaun livingston right now too. He's tall, rebounds, can lay it in over his defender and b'cos of his height I find it almost too easy to put up assists.

You could try Sebastian Telfair. I've used him in past 2ks and he's really quick and passes well, just isn't a great shooter. He's a better shooter in the game than he is in real life though.[NYK|DAL|VT]

DJ Augustin - his speed and 3pt capabilities are super nice. Has a lot of upside.You shouldn't worry about what others think of you, because if you knew how little they did, you would be insulted.

I recomend Jerryd Bayless....I have a Raptor association going and i just made the Jack,Banks,Anderson - Bayless,Stojackovic trade ,I was disapointed to see JJ go i had gotten used to his stregnth and reliable jumper but man ....Jerryd Bayless is awesome!,He can shoot real good,is so quick he can zip by most other PG's and a reasonable passer...he probably need to develop his defense but he is a good project!...i dont know how much potential he has(Im using Nogsters rosters!) but he is only 23Comment

I always change the potential of players on my team.
