I'd really like suggestions that have low salaries and won't leave if we get like the 6th or 5th seed. Ones that can take the starting spot, but aren't stars and maybe some players with high potential (70 or above).

For me, Xavier Henry's a good role player. I've had simulated some seasons on a FD after drafting Henry 5th and he became a star player. 82 OVR which is pretty high for a guy starting on the early 70's in OVR.
J.R. Smith wants lot of money and he doesn't have that high of a potential so when he hits 30, he can most likely get left out in FA.
Jamal Crawford is also a good role player, but he likes to be a starter and have like 34 MPG. He's old at the same time, so you can't use him that much.
In the previous seasons I've had with the Bulls, 'The Tajmanian Devil' Gibson always wants to get a higher role like a starter. He is a good role player, but I think he has a potential that's too high.
Jason Terry is pretty good, a good G that can fill up the 7th or 6th spot... but he's not really that guy who is consistent on a game-to-game basis. Y'know what I mean? And he's got like 2-3 years left. 4 years if you're lucky and you're taking care of him a lot.
Patty Mills is a good player. One of the best in the game, they say. Tried it out by playing the Spurs. 2 seasons in, he's gotten better. Having 79 OVR.

Xavier Henry is really the best role player I can ever play in association, no doubt. Doesn't want to leave the team after 5 or 6 years in and doesn't have that high of a contract. He has approx. only $8M in 5 years. Which is pretty small for a guy that's 82 OVR. Which is pretty much worth it. Other than paying $14M for inconsistent centers like Bogut. But still, $13M is not worth it for a guy like Horford. He's a good rebounder, but other than close range shooting... he can't light it up from 13FT beyond. Which sucks.

Any other suggestions that I can use in my association?
