OA Free Agency - Restricted? Options? Help please

So I'm nearing the end of year one of an online association. I'm confused on how everything works in regards to guys who are restricted and guys who have options.

I get how the options work, but if a guy is in his last team option year is it possible to steal them with a ridiculous offer?

I want to sign D Cousins if so. He's listed in the upcoming FA list but there's one team option year left and says "restricted"

well... if you're out of options for him and he's a restricted free agent you will make him a qualifying offer. that just means you can match any offer any other team sends him. so he's on the open market still, but you get priority.

Well he's not on my team. And this coming year would be the team option.
